    well this is a unique property of water that its maximum density is at 4degree temprature so ice is lighter than water n in winters water freezes n comes up being lighter n heavy water stays beneath leaving an isolated ecosystem 4 the fishes.

Even if the sea becomes frozen the fishes in the antartic regions have a special anti-freeze which donot allow their internal organs to freeze even if their outer scales start freezing i.e all the processes are going inside their bodies.

well ICE that forms on the ocean floats on the surface and fish live below that ice in the water with is not freezing. These fishes have developed certain compounds in there blood that prevents it from freezing and from froming crystals. in this way they can survive in the cold antartic region

The density of ice is less than water so in the cold regions the upper layer of water converted into a thin layer of ice not the whole sea.Inside this layer their is a suitable environment for survival of life.
