    Only balloons I know of are in Napa, and as the other said there are none in SF proper. There is a seaplane just outside of Sausalito - I think it's Richardson Bay. That's just across the Golden Gate. I don't know anything about them - even their name - except that they are there.

When I was out there in 1982, I remember somebody offering helicopter flights from near Fisherman's Wharf. I don't know if that operation is still in business, though.

No balloon rides over the city. There was a bliimp that took off from Mt View and wet up the Bay, but I believe that closed last year. I'm sure there are safety concerns about having hot air balloons over SF or any city for that matter. You typically find them over open land more.

No balloon rides in SF, People would panic and think its a terrorist attack. There are plenty of private tours, like the Blimp or small airplane. The Weather & winds might be a challenge in April however.
