After u get national dex, go to canalave city. Then in the go inside the house next to the ship where it takes u to iron island. There should be a sick Boy on the bed. and just talk to him and the mother. Then go outside and talk to the sailor man after his speech, he'll take u to full moon island. Find the lunar wing (it's self explanitory). Once, u get it. Cresselia will fly off. Then go back to the sailor guy and he'll take u back. Then go inside the house w/ the sick boy and just talk to him. He'll get better and that's the mini event. As for cresselia, it'll be running all around sinnoh(like the 3 kanto birds, and mesprit). U can catch it the easy way by using a master ball. Another way is this way. First, get the pokemon app. marking map from the poketch place in jubilife (i'll include a link).
