Actually no one knows the answer, and even if some one comes and says this to you please don't believe it. The simple reason is that the partition was suppose to happen in year 1948. But due to some politics happened in 1947 itself. Now the people were not ready and on top of that the administrative establishments were not ready. Also the communal feeling was on top. This created such a havoc that most of people were just trying to save their lives or trying to save other(apart from those killings each other). So you can't have a census in the middle of such a crisis.
