i saw one of those too!!! i dont think it is candy wrappers though, but whatevr you need to cut the wrapper so that you can fold it so that its just the right size then you make a whole bunch of them and make each one into a small square and sew the edges (one at a time) after you have made enough, you sew them together in a clutch like form and together like a quilt

that bag is cute! but i know that it could be done by taking candy wrappers, laminating them, and super glue (i think it was super glue) and putting it together on a purse (plain bag). i wanted to do that with kool-aid jammers though. good luck.
