Munsch holds duel citizenship therefore he is Canadian. Additionally, non-Canadians have been awarded the Order and the rules of the Order allow for that.

18 non Canadian born people have received the Order of Canada, of which 7 were US American born. Frankly, I don't see why not.

First of all Robert Munsch is a Canadian, as well as an American. The charter of the Order of Canada allows for the nomination of non-Canadians, either for achievement that reflects honour on Canada or for contributions to humanity at large. If they make a significant contribution to Canada, why not. We are close neighbours and friends, many Canadians have received similar honours in the US.

Yeah sure, why not. The only thing you need to be a native-born citizen for is US President, and the Order of Canada is nowhere near as lofty as being elected to the White House. So it's just not a big deal. And really, did the Beebz win a music award in the States? Wow... sorry about that, America! My condolences.

Robert Munch was born in the United States, but has become a Canadian citizen, and has given up his american citizenship. He he is fully entitled to receive an order of Canada as any Canadian is.
