well... it sound like you have razor burn. I too have sensitive skin. I'm not sure that there's anything for it. Maybe some ice would help. A good way to prevent the little red bumps is not to shave so often, make sure you have a sharp razor and use ample amount of shaving cream.

Shave with really hot water and use an aloe vera gel from a health store after shaving.

what do you mean by "lower" legs? your shins/ calves? (the part of the leg beneath the knee towards the foot). or your thighs? (the part of the leg above the knee towards your hips). how often do you shave your legs? how long have you been shaving your legs? what kind of razor and shaving cream/ soap do you use? depending on how sensitive your skin is, and how often you shave your legs, you need to be very careful about how you take care of them. i have extremely sensitive skin, and even after 10 years of shaving, i still get painful razor bumps and nicks. there's no way to completely prevent these, except by growing out all your leg hair, and then having it waxed- this is impractical and expensive, and most girls don't have the patience to deal with it. the other option (for sensitive skinned girls) is to suck it up and deal with it. there are a few shaving creams that are better than others (aveeno sensitive skin shaving cream) combined with "sensitive skin" razors... but the key to this "other option" is a slow, gentle, cautious shave. what it takes to pull off a slow, gentle, cautious shave: *don't shave every day. try not to shave every other day. ideally, you will only shave your legs every 2 days. *when you do shave, let your legs soak in warm water. you don't need to take a bath (although that would be ideal!), but shave your legs as the last step in your shower routine, so the skin and hair follicles have a chance to soften under the hot water. *also, when you do shave, do it slowly. use regrettably expensive razors (those that advertise many blades and moisturizing strips), and pull the razor across your skin SLOWLY... yes, you can achieve the same result whicking the razor super-quick across your legs, like most girls are able to do, but if you do this, you will emerge from the shower only to notice pinpricks of blood and angry skin bumps.

There is really nothing that can relieve those red bumps, when I told my mom I wanted to start shaving, she said she would take me waxing. It works way better you should try it. It does not hurt at all.

This usually happens when someone dry-shaves or doesn't use a good shaving cream. Never ever dry shave. Lotion probably won't calm them down. Just take a hot bath and don't put anything near your legs (soap, lotion, anti-itch cream). Next time you use a shaving cream, make sure there is a thick amount on your legs before you take a razor to them.

ive never gotten that, maybe you should check the razor you are using or the shaving cream it might be an allergy, just put lotion on it, but dont use something that will irritate it more....good luck....you also might want to try using cortozone 10

I get them when I don't use shaving cream. I use lotion after wards. It usually helps. And make sure your razor is sharp because when I use a duller one, I get them more easily.

first b4 you even shave you need to exfoliate, then shave with either conditioner or shaving cream NEVER soap!! then moisterize either with lotion or oil leaving smooth skin

its called folliculitis or ingrown hairs or razor bumps, you need to splash alcohol and with hazel on the area after you shave. OR you could go to dermatologist and get a solution of alcohol and clindamycin power and use that on the area. ask for it , its the best stuff to use for that problem
