Legally: no, you can't, but for the purpose of safety and God knows what kind of distracted drivers are out there, yes. Downtown Toronto has more strict regulations to bicycle riding on the sidewalk since there are more people there, so helmets and highway traffic act regulations should be abided. Helmets are required, or else you'll get a nasty ticket from the TPS. According to the HTA, anything going more than 40 km/h must have a manual breaking system. I'm sure you're set there.
