The female VGA plugs into a male VGA, and a male VGA plugs into a female VGA. As for buying one, google "VGA, USB", and you'll get a lot of results. Not sure if you want to record video or just have a video output from a USB port. If you want to record video, you'll have to get a capture card of some sort.
