I had a similar problem as well. You can try this. Log into your eBay account. Click on the "Account" tab and look for Personal Information. After you click on that it will show your registered address and if that is incorrect you can edit it. If you do that it should show your address in Israel. If that does not work you may have to try to contact eBay again or create a new account.
