PayPal Refund Problems! URGENT!!!! Please HELP!!!?

Unless you required a signature when the package was received (delivered on his end) so there would be proof the package made it to the other end, it's just his word against yours that he got it back. He may have it or not, but you can't prove it without someone having had to sign for it. Sorry you're having this issue. But now you have to rely on his honesty and conscience. Paypal is stuck in the middle. If they can't track the package with the information you gave them, they don't even know for sure you sent it. I realize you are the one having an issue in this situation but from Paypal's standpoint either of you could be not telling the truth. They need proof before they can refund money or take other action.

1. you used DC, and that's good, but it sounds like the DC number that you provided paypal was invalid. did you check with the post office yourself? 2. even with DC, that simply verifies that the item was delivered to the address. it does not verify receipt. it's your word against his that he received it. 3. next time, in cases like this, use signature confirmation for returns. that would be indesputable evidence. chances are, you won't win this claim.
