Can i get paypal account by using ATM card?

i have my bank account & ATM card also but i did't have cradit card or debit card so what to do for getting paypal account.? & paypal is safe or not...?? halp me plz.

Yeah, it's completely safe. You can most likely use it, as long as it runs through visa, master card, american express, discover, or any card stating it runs through paypal. If it doesn't work, you can go to pretty much any store and buy a prepaid visa card (I do this all the time, don't like my debit card info online, considering all the fraud you hear about on the news) I usually get a $25 card, but they have $50 $100 $200
