It depends on your budget mostly and what you consider not a ton of money. 1. Both of the recent event decks from theros and born of the gods are in your listed colors. The cards included are usually worth the cost if not exceeding the cost so this is a bonus. Alternatively you could get the monsters vs. heroes duel deck instead of the white event deck (same price) and trade all of the good green cards to improve your deck. This option is ~ $40. 2. Buy a deckbuilders toolkit. On amazon these usually cost about $17 (free shipping if you buy $35 or more) It includes 4 packs, a handy box to store cards, a good amount of lands so you can make decks, and over 100 commons and uncommons from recent sets. To make shipping free and have a good place to start from I would consider getting two of these and an intro deck ( the black one is like $9) this will give the ability to make your own custom decks and get random cards instead of a deck somebody else built. The value here all depends on what you get in your pack you could gain $80 in value but most likely the cards will be about equal or less than what you paid. This option costs ~ $20-$45 3. Just buying intro decks, intro decks usually suck compared to a fully customized deck but they are often $12 or less and you will be able to play and learn. They also give you enough mana to make a deck in those colors and come with 2 booster packs. Use google and search intro deck decklist to see what cards you are garunteed to get and buy the one (or two or three) you like the best. Cost of this option is $10-$45 depending on what you buy and where from. 4. Drafting, go to friday night magic or other draft events at your local store. Usually for the price of three boosters or less (~$10-$12) you get 3 booster packs, a chance at winning prizes, have a good time, and meet new people. Note the meet new people is one of the most important parts, many people will help new people get into the game by giving them any commons or uncommons they don't want because they might not use them/need any more and because they like to grow the community. Just include black or white as one of the colors you draft each week (ie. draft pure white one week then maybe black red one week, then black white one week) and you will soon have enough cards to buld a decent deck. Cost for this is probably around $20 (for two tournaments) to infinate because it is fun and addicting and you will want to go every week.

I am gonna be honest with you precon decks SUCK. I have yet to face a precon that was a solid build. And if you are gonna invest 100 bucks or even 40 bucks i would suggest Starcitygames. They have really reasonable prices and the USPS shipping option is better then UPS!!! Figure out what you want to do with black and white. I got a deck list for you if you want that would cost you under 15 dollars to build and it owns most decks of its size. It's kinda like a pauper deck, meaning commons and uncommon. I've had games that have been over on turn 3 with this deck, all based off a cute critter called the Night sky Memic, which is a black and white card :D. Deck is cheap to make and a pain in the *** to deal with.

If you are just starting out, and don't have any cards yet, you don't want to have to buy singles, or hope you get the cards you want in packs. The best way to start a collection, without spending a lot of money is to buy a pre made deck. With this pre made, you can play right away, because it's got everything in it. Now, you have a deck, and can make any changes you want to later on. If you are planning on spending a more than $20, then the way I would do it is to buy a box. It's around $100, depending on the set, but you will have a better chance of getting multiples, and more of options on creating a deck.

1st, plan out your deck. What kind of Black/White deck is it going to be? That's how I started my Black/White deck. 2nd, is you deck going to be Standard legal, Extended, Vintage or Legacy? My Black/White deck, I decided, was going to be Extended Legal since a set is cycling out to Extended, my friends agreed to start playing Extended. :D 3rd, find what cards you need: http://gatherer.wizards.com/Pages/Default.aspx There's the official card database. 4th, decide which cards you want, then cut it down to size. You're gonna want about 35 to 38 non-land Cards, because you want about 22-25 Land (for a 60 card deck.) It's good to check prices on the cards you choose so you don't over spend. This is basically what I did to build two of my decks.
