Go to the nearest consulate and fill out the paperwork. FYI: There is no "special agreement" between the US and anyone about dual citizenship! The US simply ignores any other citizenships their citizens might have. Italy allows dual citizenship so you can have both! I'm US & Irish citizen.

As your mother is an Italian citizen, you can claim automatic Italian citizenship by descent. You need to contact the Italian consulate for the area where you live and they will advise you of their procedure. The procedure for handling the application can differ from consulate to consulate. Due to special agreements with the U.S. and other countries, it is possible to have dual citizenship (USA and Italy) without this affecting either.
