    check with your school. i don't think they will allow concurrent majoring within the same faculty.

I would say you can definitely do that in four years because the two are both in the realm of Education Majors. The same basic credits that all Education majors take, regardless of what subtype(Elementary, Secondary, Special) would be the same and it would likely only be a few credits beyond your Elementary Education major to get that Special Ed major. You are very smart to get that Special Ed certification as well as Elementary Education because it makes you so much more marketable when you go to apply for employment after graduation.
