Do universities look at your overall GPA from 4 years of high-school or the GPA in your senior years only?

It depends on the college. Most colleges will look at both when considering admission if you moved a lot.

Well, most universities/colleges around me look at everything, but they are mainly concerned with your Junior and Senior years (11 and 12). Granted, they don't not look at your 9 and 10 GPA. But, for the most part, those two years won't hold as much weight as your last two in school.
