Does Royal Mail Special Delivery require a signature?

If a package delivery had a signature delivery, but the mail carrier just left it there..?

  You can complain to the mail carrier's employer. It is unlikely any mail carrier would do this as he has to show evidence on his return to the office that he has, in fact, delivered the package. Signed for mail receives special treatment and delivery is not complete until the mail carrier provides evidence of successful delivery to his supervisor. It sounds like someone is trying to make a false claim, receiving a package but now trying to deny receipt
