What determines when/if the President is notified of a domestic shooting incident?

• Is she notified only if multiple people are killed? If it's a house of worship? If the shooting involves assault weapons? What are the criteria and threshold for quickly notifying the President that a shooting has occurred, and adding the involvement of the White House to the situation? Is the President notified every time multiple people are killed in a gang shooting incident?

  Put simply - it's subjective.  For notifying the President of national incidents, there are very few specific rules.  Most pressing issues are delivered through the Situation Room's Watch Center, which receives information from across the intelligence community and prioritizes, synthesizes, and chooses what information goes where and when.   Of course, for incidents like this, it is likely that the media response was as fast/faster than the intelligence community response, so the Watch Center also pays attention to open source outlets for information.
