    1. duplicate the layer and unlock every layer. 2. use quick selection tool or pen tool or whatever you like to select the person. 3. go to select - inverse. 4. create a new layer below it and fill it with desired color.

Always a tricky problem. It very much depends on whether it's dark hair on a light background or light hair on a dark background. One method I've used for years when you have dark hair on a lighter background is to make one layer with a soft mask around the hair, slightly into the hair. Then have a copy of that layer behind and set to multiply. This is how I added the woman in this photo over this background. There's one layer where her hair is slightly clipped back and another just below that is set to multiply so it only darkens what's below.
