How do I hook up a DVD to my TV I have a VCR hooked up to my TV and a converter box for my DISH network.?

I get sound but no picture my TV screen is blue

If you are getting sound, then clearly the cable for the picture isn't plugged in. Usually, this is a yellow cable/plug (sound are black and white). You might also look and see if you have Svideo or other cable options and try these.
