You say 'province' which doesn't indicate what country you're speaking of. So our mostly US made processes may not apply.

I have looked people up on-line by name and city on whitepages.com or have someone call the cell number and tell her she won a gift certificate for shopping at her favorite store,but you need an address to mail it to. good luck

Unless her name is "Jane Smith", chances are good that if you google her or check in http://www.whitepages.com you'll get enough info to track her down...

call the phone company. If she has a land line that is public they will give you her phone number then go on the internet and do a reserve phone look up. If that doesnt work you can take an ad out in the paper (check with your local courts) You must first make a reasonable effort to have the other person personally served. If personal service is not possible, you may do a "service by publication" in the county where you know the other person last lived. The publication, or legal notice, must be placed in the newspaper with the largest circulation and must run at least 3 weeks in a row, once each week.

Hire a private dectective to track her down. If you are taking legal action, the cell phone bill address should do the trick, but you'll need a court order to get it.
