voltage is a measure of the push or pull on the electrons 1.76v means there is a positive push for the electrons to travel whereas the -0.34 means there is a negative push( does not want to go) So the reaction with the strongest push will win out. Electrons flow in one direction in a chemical reaction. You are confusing AC and DC current which are produced using magnets to induce the electrons to move. In DC the magnetic pull is always in one direction whereas in AC the magnetic pull alternates causing electrons to move back and forth
