What is the sweet spot in Open Source/Free Transcoding and Quality Control on a large scale?

If I was a company looking to implement an open source (preferably) or free (tolerably) transcode and quality control (of those transcoded assets) solution, what would I put together? Something FFMPEG based?

Answer:
I've used FFMPEG before, but to be honest, if you're a company, I'd advise something better... Don't get me wrong... it is good... but I think something like dbPowerAmp is far more stable and flexible. Still... I think FFMPEG is quite useful to start with.
