It depends where you live. If you live in the US, I would say Cellsino Poker is the best bet for a new player. They run a lot of freerolls, (and limit the number of players who can enter so you don't have 1000 people competing for 5 bucks) and offer really low stakes (1c/2c) for players who are just starting out. They are also very highly rated by UPB. If you are outside of the US, I'd say the best bet is Pokerhost because they offer 10 dollars free with no deposit.
