    I've already done a school project like recycling old papers, and I manually grind it with mortar and pestle once its soaked in hot water. You can simply find it in your kitchen. Good luck with that and continue saving mother Earth!

Maybe dip some paper into water, and try to cut it. What do you need the paper for?

I guess only time can help. Fill up a small bucket/container with warm water, the warmer the better. Soak small bits of paper(the size of a bottle cap are good enough) in water for awhile. This may take 2-6 hours I guess. Just soak it until the paper bits feel mushy. Then take paper out of the water and place it in another container. Take a hard blunt object and start pounding the paper bits into the consistency that you want it. Then just screen the paper bits and make paper like usual. Hopefully this works.
