    It depends, if you're as smart as Mark Zuckerberg, then it's basically nothing. Just make sure you have friends that can get people to invest in your idea. If you're not that smart or rich (as is Google's case), It's probably not a good idea to pay people to create such an idea. Unless you have some damned good lawyers on your side, you better let everyone your paying know that it's YOUR creation.

I have some experience developing a social community based platform which had certain features that were aligned with a regular social media site and a few of its own unique features and to date my team has spent about 650-700 hours roughly on the platform however this much hours were spent because I had an intern doing some work on the project which tool longer than usual. there are open source social media packages, so all it would cost is a little time to configure and customize. But, honestly, unless you are bringing something new to the table, you will be wasting your time: "Hey! I just built a new site, its like facebook, only without the features, do you want to come use it?" "Err, no thanks." Ello is a good example of how such ideas fail. I'm curious what your purpose would be in creating such a site since FaceBook already exists. Unless you take on this project yourself, it can get very expensive. You have to manage server side data and prevent data breaches and design the client side interface as well. If you want to take on the challenge of learning some new programming, this would be a good opportunity.
