    You answered your own question. If they told you that you would be a resident after one year + 1 day... then you move to CA, get a job and rent a place to live and after 366 days you will be considered a CA resident. However, you cannot enroll in school during this time period... so, you will have to put off college for a year if you cannot move to CA until next year. If you enroll in school before you're a resident, you will pay out-of-state tuition the full time that you're a student.

You have been terribly mis-informed. To not be charged out of state tuition in California, there is a lot more to residency in CA than simply living there... you must NOT be a college student while you are living there and you MUST be entirely financially self supporting while you are living there. You also can NOT have been claimed by your parents on their income tax forms for TWO years before the date you are asking to be changed. Being entirely self supporting in CA is VERY difficult... short of you say, getting a full time job making a crap load of money a year, you have no chance of doing this... just so you know!!!
