D strong acid means the acid has weak bonds, making it dissociate highly in H2O.

B. While D is almost correct, the ions in strong acids still do not completely dissociate, only most do. Edit: Even very strong acids don't COMPLETELY dissociate into ions. For example, HCl is a strong acid because most of it splits into H+ ions and Cl- ions, but there are still some whole HCl molecules.
