Most of the answers are missing something. Steel is an alloy, therefore it is a mixture. It is not an element because it is not on the periodic table. It is not a compound because the iron and carbon are not chemically bonded together.

A compound refers to where the molecular structure has changed, and the elements are chemically bonded together. Pedantically, however, that particular type of mixture is more specifically described as an alloy, being a "homogeneous mixture of two or more elements, at least one of which is a metal, and where the resulting material has metallic properties". If those you quote are the three options you have, use "mixture".
