Have you checked the sims 3 website? They have some free stuff in the store you can download. Some clothes and stuff, but I dont' remember there being any free hair there. Also, if you buy Dr. Pepper bottles you can get codes for free sims stuff and it does include some hair and clothes. Eh, sims resource is the only website I've used, and I've gotten more bad custom content from that site than from anywhere else. Try the sims exchange, too. You can find sims there with custom clothes and hair. Of course, ignore if I'm not telling you anything new...
