I'm looking for a software which will combine the abilities of putty & winscp. I would like to be able to drag a file from windows file explorer and drop it into a current shell window. The operation will invoke a copy of the file from my local win machine into the linux machine.

You should be able to install sshfs and mount a remote directory using that. On some operating systems you can simply mount the remote filesystem (e.g. http://fuse.sourceforge.net/sshfs.html). Not sure about Windows. It usually doesn't make this sort of stuff easy.
