Best place were i got my car from was the GUMTREE website i got a vauxuall vectra for £300 but the insurance was a killer even though i got 3 years no claims try finding any good car under a 1 litre that will make the insurance really cheap even for first time drivers
The car is the least of your problems, you might get something decent for £500, but the insurance is going to be £2000+ even for something like a 1.0 Corsa.

There is no such thing.

If you are under 24 then forget cheap insurance. Good cars are all over the place - there is no one best place to get a good car

What do you think cheap is? Cheap car insurance is non-existant for new drivers because you simply haven't built up an excellent driving history , which could take about 5 years to gain a good No Claims Bonus.

You don't give your age here. Cheap insurance does not happen for young drivers. New drivers of any age are also expensive to insure. Even experienced drivers are subject to increasing premiums. I have over 40 years experience with maximum NCD and the premium quoted has just gone up by around 40%. ( I will be shopping around). Choose a small car with group 1 insurance but expect your premium to be well into four figures. This site may help you choose. http://www.thatcham.org/abigrouprating/index.jsp?page=343

one - look at insurance groups ie. a vw polo 2002 1.2 liter is in insurance group 2 and can be found quite cheap atm Insurance - if you live with parents then see about getting a multicar quote, these generally save you a bit more than if you went onto compare websites if not then the compare sites are your best bet, use them all before deciding

This company has been very helpful for me when I was learning because they offer fantastic learner insurance. I would ask for several quotes from insurance companies and then compare. Only takes a few minutes to fill in the forms. Once you have 2 of the best quotes you can play the insurance companies off each other to see if they'll lower their rates :-) Good luck!!
