Are ebay sellers obligated to combine shipping?

No you are not obligated but you can charge a little bit more for each additional item, more people will consider buying from you if you will combind! Good Luck!

No you don't have to combine shipping but you won't get any return customers if you don't. I would never buy from someone who makes profit from shipping fees...not more than once anyway.
