  The technique which you are asking for is known as 'Hoarding' or in simple words you call it 'Artificial Scarcity' In order to earn quick money ,Businessmen in today's world create such an Artificial Scarcity. They hold up the stock in their warehouses & spread a rumour in the market of scarcity. In such a situation ,demand for such a commodity rises & by holding back the stock supply is reduced. So there becomes a huge gap between Supply & Demand & thus the price rises. At such an exorbitant price Businessmen let off the stock & earn unreasonable profit.
