However, it is hard to believe they also have the right background and/or temperament for the jobs that they are catapulted to, however well-intentioned they may be. Joining the new organization as a newcomer also make it hard for them to win support from existing staff.   Since we can't be certain of the alternative, the best answer would be, so far so good. Though I wouldn't say that the jobs are reserved for them. It is largely a matter of timing that certain vacancies have become available and these folks are in the process of getting promoted that a matching is usually made. Additionally there are a plenty of "non-scholars" who go very far in GLCs and GLOs.
