I run a nationwide campaign on Google Adwords. Google gives you the option to check for specific location. I have noticed zip codes 95050 and 90503 have taken up 5% of by budget?

I also noticed my CTR is three times higher in these two zip codes. My company sells political advertising. It makes no sense why this would be happening in these two zip codes in California. I am wondering if anyone had any idea's on this?

Probably scrapers servers or scraper proxies scraping Google for political data in those areas.
