In general, qualified employees in STEM areas are sought for in Switzerland, although a PhD may be less relevant than relevant work experience and other skills. Non-EU foreigners require governmental permission to live in Switzerland, and such permission is granted only on application by the (prospective) employer, if they can demonstrate that no qualified Swiss or EU persons can be found for the job. How difficult this hurdle is to pass depends on the job at issue, and I'm not at all familiar with how these requirements work out in practice.
