What is the legal speed limit in a Seattle arterial?

What is the real speed of electricity in the USA if we want to transfert Mw of energy from Miami  to Seattle? Is there limit to the electricity distribution? I assume that the joule effect/heat loss is part of the limitation, is it true?

If you really need to move electricity over long distances, high voltage DC lines are more efficient, and don't suffer from synchronisation issues like AC does.
