It is a Water Rower - affectionately called rowing furniture, and routinely dismissed by anyone interested in real rowing. The Kevin Spacey character, Francis, who is an old, out of shape, fat, Congressman who hates working out is apparently strong enough to BREAK it, as demonstrated in Episode 13. One hopes that C2 (Model D), or Coffey Corporation (Simulatoar), or Oartec (Slider will get them to replace it in Season 2)
