I'm heading business development at a similar new company offering web and mobile application development. Mostly other companies like us seem to be getting business from online job boards. We are also trying but I think online job boards are at the bottom of the food chain. What are some other ways to get business. Any ideas would be helpful.

First, make sure your website looks 5 stars then do some PPC advertising and engage with prospects online by offering to help simple problems via pro-bono. Once you gain some trust the relationship will form and paying jobs will result. Make sure you speak and type proper English not Engrish. Also be around during business hours of your client and answer communications timely. Make sure your Internet connection is powerful enough to handle modern VoIP technologies. Don't over promise, deliver on time, be accurate in all quotes and estimates. Make up and go the distance if you fail to deliver or end up late on deliverables. Ask for referrals from happy clients, try and get two to three at least. Utilize social media with a non-spammy pro-relationship/engaging focus. Read up more on how to do this correctly. If you're unable to impress, then maybe the quality needs to improve to meet their standard.
