Banner ads that are targeted, either by demographics, content, or location, can have CTR's that are much higher than your usual CTR. For example, http://www.vervemobile.com/pdfs/LIR/LIR_web.pdf shows that on average, CTR's are doubled when ads are delivered based on location (one case even shows a 4.1% CTR). http://www.agencypost.com/retargeting-yay-or-nay-2/ have also shown to be more effective than your standard banner. In general, banner ads get little to no clicks on both mobile and desktop, as users have trained themselves to ignore and avoid clicking on them. Given this information, however, rich media banners that expand to interstitials and other content were some of the formats included in the Mobile Rising Stars Ad Units that were recently put forth by the Interactive Advertising Bureau.
