If you had a low budget to start a search engine, would you start a meta search engine or a search engine that indexes/crawls the web?

I want to start a search engine on a low budget. It seems like paying the API search costs for Google and Yahoo will become expensive very quickly if I start a meta search engine. I know that Blekko's API is free and Yandex will give you 10,000 searches per day for free. Given a low budget, would you create a meta search engine, or would you try to avoid API costs by building a search engine that indexes and crawls? If you would pick meta search, what APIs would you use?
