    That would depend by the company involved. outsourcing work can be a very sensitive topic within a company as it involves the poential for current employees in the company to be displaced. Often it is dealt with at VP / C level depending on how the company is structured - and each company has its own politics around a decision like that. From previous experience, I would say if it involves "transferring" people (ie instead of an inhouse sales force, move to an out of house sales force), the CFO or HR would be a good start (as it is usually a cost cutting / cost saving decision) If it involves new business development, then I'd look for whoever is in charge of sales or marketing.
