Why does the parallax effect on iOS 7 for iPhone not affect the movement of the icons inside the tab bar at the bottom?

When I twist and turn my iPhone with iOS 7 I see the App icons move slightly. All but the ones inside the tab bar at the bottom. Why did Apple decide to not include these icons in the parallax effect? I'm interested in the design / UX point of view. True insights welcome! :)

Answer:
I think it's actually the wallpaper that moves, not the icons themselves. Because the icons are on a frosted background, you can't see the wallpaper as much so it isn't included in the parallax effect.
