I have read that they purchase junk debt for between one and ten cents on the dollar. What is the best way to settle with them? How much will they generally accept to avoid seeing a courtroom on a $3,000 to $5,000 debt?

IF you can get them to settle for 50% of the debt then you would be doing well. I normally offer about 33% initially and then work up to 50. If they don't settle for half, then I'm on to make the next settlement offer to someone else.
