How can we make Uttarakhand economy self-reliant(or atleast partially)?

  • Most of the Uttarakhand region is covered by hills and economy is dependent on Agriculture and Tourism. But as we have seen, after the recent flash floods, the tourism industry is almost dead for till atleast April next year. Considering the hilly terrain, worse roads, less educated population, there is no doubt, we cannot replicate what we do in the plains. So, what should be the unique model for development in Uttarakhand? And, what industries can be developed in Uttarakhand to make it self-reliant in the event of catastrophes such as the recent one, so that the people living there can continue to be self-reliant.

    I posted the question to generate some ideas, and I have one such idea. I recently visited Gangotri in Uttarakhand just before the flash floods and I realized a good opportunity there. Water purification and packaging industry: While river Ganga, and other rivers flows round the year, tourists prefer bottled water - Bisleri, Aquafina, etc.. So, if there was a water purification and packaging industry in Uttarakhand that is distributed across several places, it would grow to be a very big industry. They can not only supply water to the tourist places, but can also sell it down in plains.  But I do not know if this is possible in a larger scale given the limitations imposed by the terrain.
