Can i change a regular phone into a smartphone? if i can how?

Should I change my s2 smartphone for an s4,  or wait?  I don't want to give so much money for a phone that isn't that much different. (s4 is the best in the market today but s2 is still in top 20?

  It realy depends on your needs : S2 is a perfectly good smartphone and it should fit the bill for many users. On the other hand, the S4 gets you a much better screen (full HD instead of 800x600, it has better pixel density than the iPhone 5), much better graphics performance for games (the difference in processor speed is not that perceptible because the new apps are more demanding, both phones are very fast), more free RAM, full USB compatibility (i.e.  you can connect even a hard drive to the S4 and access the stored files), better battery life, a much better GPS (more precise, more reliable), better camera, an IR blaster, better build quality (e.g. Gorilla Glass 3 screen protection, etc), latest technologies for I/O (WiFi 802.11 a/b/g/n/ac, micro USB 2.0 , Bluetooth 4.0, etc.), latest Android build (4.2.2.), and a few new powerful software features, like the split screen running of two apps simultaneously, reading the content of mails, posts, SMS and others without opening them, quite a few new useful camera modes and others. So there would be a justification to prefer S4 to the S2, but the S2 also is a very good smartphone in itself. I hope all this can help you make a more informed choice.
