Why is there no option to download apk files from the Play Store to PC?

I sometimes don't have a WiFi network nearby, so I prefer downloading the APKs, transferring them to my Nexus 7 and then installing them manually. But I see that there is no option to download to my PC from the Play Store? Why is this?

Answer:
When you download from play store, you don't get the APK's. If u want APK"S , you can try various other websites which provide APK's to download. eg: http://www.apkmania.co/
