How can I access my localhost from my Android device?

Is there any app from which i can access application on my android device like whats app etc. remotely using my pc,which do not require root?

There are 3 apps which are android emulators.we can install them in pc and we can run android apps. 1.bluestacks 2.youwave 3.mobogenie. But everyone prefers bluestacks http://only.as it is the best one.
