How do I add an additional email address?

How can I add new email address to Google Apps?

• I created a Google Apps account because of the need to create an email address for my project. So I added a domain name, then (probably) added a new user + email address to this user. Now I would like to add a new project to my Google Apps account. So I went to the "Domains" section and added the new one + verified it. Now I need to create an email account for this domain. Does this mean that I need to create a new user and then to add to this new user a new email address? Because at the moment I see there the information that I have allowed to have only 1 user in the system and for the next ones I need to pay. Thank you
